No. Wii points have to be bought from the Wii Shop Channel using a credit card or by buying a Wii points card (has 2000 points on it, so it costs about $20).
Also, if you live in the UK, you can sign up at Club Nintendo and you will receive Wii Points as rewards if you register your games and your Wii (this is not available in North America).
