In Mario Kart Wii is there a way to constantly get only the best weapons every time you get an item?

I was playing Mario Kart Wii - battle mode the other night and there was a person who would get stars, mega mushrooms, and blue shells constantly one after another, rather they hit an item box or not. You couldn't do anything to them as they were always invincible and they would always blow up who ever on your team had the most points with the blue shells. There is obviously a cheat, so how is it done?

Weapons are position-based. If you run over an item box and you’re in last, expect a bullet bill, lighting or an invincibility star. It even applies to battle mode – whoever is doing worst gets the best stuff.
But the shenanigans you’re talking about were probably done using a wii action replay cheat disc, which allows you to modify the game coding as you’re playing. You can do whatever you like with one of these babies:
I’ve played with people online too and it does seem like certain people use cheats. Like, they will fall off the course but then be back on in no time at all and going at the same speed. well obviously they were using cheats, but u can make it so u can get really good items when ur playing offline by going to options and switching the items to aggressive.
“Weapons” are mostly position-based.
If you are way behind, then you get boosting items, such as rocket bill, mushrooms, or star.
If you are in middle position, then you get mushroom, triple or single shells, traps, or blue shell.
If you are in first position, then you get triple or single traps.
If you want to have better weapon, then save boosting item when you go first. When someone hits you with a red or green shell, then use a boosting item immediately. When the blue shell is about to hit you, then use it also.
There are many reasons people save their items.
