Instead of just pressing the item button, hold it down. In the Wii Wheel that’d be left or right on the d-pad. That way, you can hold shells and bananas behind you.
You are a little confused, but I can help you out. The shells you see “sticking” to people are not ones that were shot at them. Those are shells that they got themselves. You can hold pretty much any item behind you like that (except for the three shells, stars, mushrooms).
You can do this by holding down your release button. I personally use the trigger underneath, but you may used the left and right buttons on the key pad. Whichever way you do it, it will work. Just hold down the release button. The item will stay there until you release the button, or someone shoots it off.
Hint… once you are holding it like that you can go pick up another item. The items can be used to shield you from attacks as well!
