What is happening with my expert ghosts in Mario Kart Wii?

I have unlocked more than 8 expert ghosts in the pal version of mario kart wii and i stil haven't unlocked baby luigi. does anyone know what is happening? I havent actually played the ghosts while unlocking the expert time trial ghosts does this make a difference?

    I heard you have to beat them by 7 seconds, and for baby luigi you have to unlock 16 experts.
